Ultimate Gohan
This is Gohan, achieving a power level that is beyond any Z-Fighters' imagination after the Elder Kai unlocked his hidden powers. This is Gohan's ultimate form in the anime' and the manga and is generally regarded by fans as the most powerful nonfused being in the series(with the exception of Super Saiyan 3 Goku). He appears in the Majin Buu Saga in order to stop the dangerous Super Buu.
Gohan was no match for Majin Buu who had recently been resurrected from milleniums of sleep thanks to Goku and Vegeta's intense battle, which expedited the resurrection of Buu. Buu nearly killed Gohan but with the help of the Supreme Kai Gohan survived and was kept unconscious in a place where Buu wouldn't find him. Later, Kibito and Supreme Kai took him to the Z-Sword's location, a legendary sword that would supposedly give its wielder incredible powers after being pulled off the ground. At first, Kibito was doubting Gohan's strength and was letting the young man know that not even his Super Saiyan strength would be enough to pull the sword up. However, Gohan surprised Supreme Kai and Kibito by showing that it could be done, and he successfully pulled the sword off. The Z-Sword, although it looked like an ordinary sword, it weighed millions of tons that it would require the wielder to have tremendous strength. At first, Gohan could barely swing it, but as he trained, he began getting used to the sword's unusual weight and swinging it skillfully like a swordsmaster.
Later, the Z-Sword was snapped in half after being put to the test by Goku and Gohan, freeing an old-looking version of the Supreme Kai in the process named Elder Kai, who was sealed in the sword for many generations. As a way of saying thank you, Old Kai unlocked Gohan's latent abilities through a seemingly ridiculous ritual, which granted Gohan a power never been experienced by anyone before. Afterwards, Gohan headed for the Earth to put an end to the terror of the universe, Majin Buu.
Power Level
As Piccolo would note, Gohan's power was mind boggling. This transformation corresponds and is comparable to Goku's Super Saiyan 3, whose purpose is to tap a Saiyan's powers to their fullest. This is Gohan's maximum transformation as it is his own Super Saiyan 3 form, meaning that there's no way he can transform into a Super Saiyan as it is his most powerful form. Most fans think that Ultimate Gohan is stronger than Super Saiyan 3 Goku. There is a possibility that he is but even so, the difference between their powers almost doesn't exist. When it comes to comparing their power levels, it's like comparing Full Power Super Saiyan Goku to Perfect Cell during the Cell Games, who were fighting evenly blow-for-blow and energy-to-energy. But, unlike Goku, Gohan is much less durable in battle as he got himself beaten up twice by Super Buu(with Piccolo and Gotenks absorbed). For nearly 17 years of watching Dragon Ball from the beginning to the very end over and over again, here is the only reason why I think Gohan was stronger than Goku during the Majin Buu Saga. During the Majin Buu Saga, Goku had not yet mastered his Super Saiyan 3 form which was why his son was slightly above him in terms of strength. However, for any Super Saiyan form, there is always a Full Power version of it. Although it was never shown, Goku must have achieved Full Power Super Saiyan 3 before the end of Dragon Ball Z. The Full Power Super Saiyan 3 would significantly surpass its regular version in strength and be even slightly stronger than base Vegito.
Ultimate Gohan may be the strongest nonfused being during the Majin/Kid Buu Saga, but later in Dragon Ball GT, he will prove helpless for the most part as most of the new antagonists encountered there are even stronger than Super Gogeta and Super Vegito.

Also as no one seems to mention is jus the simple fact that if gohan struggling to regain hiss ss2 power in z... Who end up being mystic saiyan gohan about a 3.5 ss power level... Then imagine if goku got turned into a mystic saiyan goku who already unlocked hiss ss3 ability on his own... Then this would show just how much better he is... Obviously they didn't put this in DBZ because it wouldve been to easy and ended the show early .... Dugh....
Sorry Stephen, but Gohan had his potential released in his 'mystic' state meaning that all the power he could achieve at the time was released, seeing as Goku trained all the time he always had his current potential release so it wouldn't have had a difference just Goku would have had his ssj3 power in a base looking form still would of been behind gohans strength.
